Born in Savannah, Georgia, Norma is the oldest of four daughters born to Tommy and Tinie Bailey. The Bailey family moved to the small town of Guyton, Georgia on her 12th birthday in 1965, and shortly after she met her future husband B.G.
Training in high school to be a secretary, she worked for a year and hated the job. After working for a year as a teacher's aide, encouraged by her supervising teacher (who had been her eighth grade teacher) she decided in 1973 to get her teaching degree. She was educated at Georgia Southern College (now University) in Statesboro, Georgia earning a BSED in Elementary Education in 1976. In the fall of that year, she began teaching first grade at Guyton Elementary School while continuing her education and earning a MED in Elementary Education in 1978. She worked for 12 1/2 years teaching Kindergarten and first grade before accepting a media specialists position and returning to school to add a media degree to her Masters in Education. She worked the next 18 1/2 years as a Media Specialist at the elementary, middle and high school levels. She retired in 2007 after 32 years of service in the Effingham County School System.
She continues to help the children of the Effingham County School System serving as a homebound teacher (for those who are ill, injured, or unable to handle a classroom situation because of behavior or social problems) and serving as a mentor to at-risk students. She is active in the Effingham Chapter of the Georgia Retired Educators Association.
In 1980, she married B.G. Nease and in 1985, their twin sons Matthew and Micah were born.
In 2008, she was offered a role in the film of "Cut from Home" when the crew came to the family farm to film.
