Born in Taipei, Taiwan, Allan came to the United States with his parents and younger brother, Perry, at the age of six and speaks fluent Chinese (Mandarin). He went on to receive an honorable mention at the Queens College: Cultural Heritage Competition for piano in 1999. At the time of his graduation from Scarsdale high school, he also graduated from the Manhattan School of Music (Pre-College Division) for classical piano.
Since entering New York University's Tisch School of the Arts in 2000, Allan has written, directed and produced over ten short films and videos, including the documentary "Behind the Fulton Fish Market." His most recent film, "Ghost Soldier" was screened at the LA Asian Pacific Film Festival in May 2006 and is scheduled to screen at the Angelus Student Film Festival, Boulder Asian Film Festival and DC Asian Pacific American Film Festival.
At his internship with WHUT-TV, a station for DC and regions of Virginia and Maryland, he wrote, directed and produced a segment, "Ignorance is Bliss," on the safety of street vending foods for it's news-magazine show, "Spotlight." In January 2003, the segment was submitted for consideration of a nomination in the National Academy of Television Arts & Sciences Emmy for the Washington DC Chapter.
In addition to directing spec commercials, he is currently writing two feature screenplays, one of which about Unit 731 during World War II and the other about the famous bank robber, Willie Sutton.
