Cobalt (1999)

Using research obtained through Project Bluebird and Project Artichoke from the CIA-the Coalition for a Better America Leadership Training facility in San Mateo California moves forward with a new truancy officer program for capturing and eliminating delinquent high school students. Skate Punk Brett Harrison and his two friends ditch campus to go skate in Southern California following a chemical bomb detonation in their sector Area 51-S4. Despite curfew warnings issued on Radio51-the delinquent students go shred. Former skate punk gang member Chris has been reprogrammed as Cobalt Agent 99 and his duty is to eliminate all truancies. Brett sees the error of his cannabis-inspired mayhem and begins to recruit young people via Radio51 utilizing a mindwarp drive to broadcast subliminal compliance.
