We hear and see multiple instances of the severe neglect and abuse of individuals with special needs. The climax of the film reveals that children that the institution deemed unruly were locked in a basement for a prolonged period of time, causing them to go extremely thirsty and drink polluted water draining in from the outside streets. We later hear this killed them.
