Human Beings are now living in a dystopian society as assets under a totalitarian regime that rules the world. At the age of 8 children are 'Allocated' and when they reach 25 those who are chosen are traded on 'The Human Market' and 'Exported.' Rowan and Bethany fight for their right to love, their right to exist and their right to live in a world that will not accept their relationship and insists on separating them as Bethany's Export date is fast approaching. Whilst 'The Enforcers' prepare to find and export her they stumble upon 'The Detractors' and learn survive in the secret underworld which protects them.
