The Barefoot Alien (1999)

Sabrina, a galactic policeman, is in hot pursuit of the villainous Mistress Persiphone who is trying to seize the most powerful substance in the universe. The trail leads to the innocent Amber, who doesn't even realize she's in possession of the object. Barefoot bondage and tickling ensue.
