Danger on Her Heels (1998)

When a woman reports a kidnapping, she discovers, to her horror, that the investigating detective was the kidnapper. The detective binds and gags the unfortunate citizen, but is interrupted while searching the heroine's apartment. It turns out that the kidnapping was part of a espionage plot and our heroine is in grave danger.
