Komuin tantei horii 2 (2003)

Horii is a high-level bureaucrat in the Toyota City town office, who spends most of his time looking at dirty magazines and trying to avoid a strange woman named Hime, who seems bent on revenge for some reason. After Horii and his assistant discover a lost baby (who seems to be a fair bit smarter than his parents), they set out for the resort town of Gamagori to reunite the child with his folks. Hime, however, has overheard their plans, and decides to tag along to cause some mischief of her own.
