Cleansweep (1984)

The City of Angels is at war with crime. When there is no safe place, you level the playing field. The police have rules, the city has bureaucrats, and the streets are in chaos with crimes and carnage. One man takes it upon himself to preserve and enact the law for the law abiding citizen and against the perpetrators.
