With the cheap CGI (if you can call it that), the shark is basically a 2D cartoon distorted by a computer to make it seem as if it's moving. When it "attacks" a victim, it doesn't bite or chew them. It just suddenly jumps at them and they explode into cartoon blood. In fact, the shark never opens its mouth.
