That's New Pussycat (2021)

Kate and Tom are walking to dinner when Tom is suddenly scratched by a stray cat. Tom is a little shaken, but they continue onto the restaurant. They arrive at Felino's Italian Restaurant, and before long, Tom begins to undergo a terrifyingly silly transformation.
