In the year 1999, 21 years before official Disclosure, secret shadow governments knew quite well of the alien abduction phenomenon; yet still had no means to keep 'them' from coming and going as they please. By means of kidnapping, torture, intimidation and interrogation, these 'black' operations would systematically gain access to information about the lives of alien abductees and thus, them - by any means necessary.
