In King Asilas's America, the homeless are rounded up and disposed of in a cruel decree by the king. In Baltimore, a homeless veteran (Jefferson) approaches a passerby (Peter) and asks him for a dollar. Although he is ignored, Jefferson persists, but is again ignored by the passerby. Jefferson meets his fate as countless other homeless do throughout the kingdom. Peter later regrets rejecting the homeless man, but cannot find him to give him a dollar. Later in a dream, a sliver of Jefferson's past is played out and Peter realizes Jefferson is much more than he originally thought.
