Fearbound (2001)

When plumber and sometimes thief Alex Foxe discovers that Sass Lynn suffers from merinthophobia, a mental condition that is caused by an unreasoning fear of being tied up, the repairwoman quickly goes to work with her ropes and leaves the beautiful blonde quivering in bondage. When another thief gets into the act, Alex's ill-gotten gains are purloined again and the evil brunette joins the sexy blonde in ropes and gags.
