The Kid from Kansas (1941)

The crooked manager of a fruit plantation, unknown to the company officials, in a banana republic is mistreating the workers and refuses to pay competitive prices for the crops and to the laborers, and also causing some sabotage problems . The company sends a couple of trouble-shooters in to uncover the problems.
