Institute for Revenge (1979)

A crooked businessman who swindled a lot of unwitting people out of their money is approached by one of them whom he throws out. He goes into a bar and vents someone hears him and gives him a number to call. The number is to an organization who goes after those who commit crimes that hurt innocent people. They have a computer that acts as judge and jury that decides if their client merits their assistance and what punishment the guilty deserve. It decides the businessman deserves the loss of his license. So they begin a plan and the man in charge plans to set him up.
