Nowadays. Time of tolerance, universal equality and brotherhood. A trainee, a test swallow of the experimental national program "Tolerant Russia", enters the police station of city N. Young law-abiding brown bear Arkady Chizhikov, erect and Russian-speaking. A modest and quiet trainee tries with all his might to "join" the new team and win the trust and respect of colleagues.
